On July 17, 2026, the U.S. Department of Homeland Security (DHS) published a final rule changing how nonimmigrants in F and J status are admitted to and maintain status in the United States. The final rule will be effective on September 15, 2026. The University of Iowa is actively reviewing the rule and its implications for international students, scholars, academic departments, and administrative processes.
